Flexible Working Changes May Be Pulled

We reported here the planned change to extend the right to request flexible working to parents and carers of children up to the age of 16 from April 2009 (the cut off at present being for parents and carers of children aged 6 or with disabilities).  The government has announced today that it is considering shelving that plan due to the economic downturn.  See more here.  Apparently this u-turn will have a positive impact on employers in these difficult financial times.  I think I must be missing something.  Is this kind of an intiative really going to make all the difference?   I can’t imagine that many flexible working requests involve an employee asking to work more hours, indeed, I should think many employees ask to work fewer hours and so potentially save employers money - surely a good thing in the current climate?  Also, employers can refuse a flexible working request on a number of grounds so are not compelled to grant all flexible working requests made of them anyway.  But I’m not an economist so what do I know?
