The EAT has handed down a decision on the meaning of 28 days in relation to the period that must elapse between submitting a grievance and presenting a claim. The decision is here. 28 days means 28 clear days. Therefore if you lodge a grievance on a Monday, then that day does not count and the 28 days runs from the tuesday. The dispute procedures were again described as rebarbative.
